APT SATELLITE BROADENS
SATELLITE TELEVISION UPLINK AND DOWNLINK SERVICE

(Hong Kong) - - APT Satellite Holdings Limited (the "Group") (stock code: 1045 or ATS) has just been awarded an extension of licence by the Office of the Telecommunications Authority of the Hong Kong SAR Government to broaden the scope of its existisng uplinking and downlinking services over the footprints of its satellites (other than Hong Kong) with effective from 1 January 2000. Under the new arrangement, APT Satellite is allowed to expand its services to also cover C-band frequency in addition to Ku-band.

The extension of the licence enables APT to make full use of its APSTAR satellite fleet - namely APSTAR-I, APSTAR-IA and APSTAR-IIR - to provide uplinking, downlinking and broadcasting services to customers.

Mr He Ke-rang, Vice Chairman and President of the Group said: "The extension of the licence highlights the Group's commitment to diversify its services from the conventionally transponder leasing business to offer our customers extra value.

"Furthermore, the extended licence broadens our revenue stream while at the same time increasing our range of services."

APT Satellite has been providing the satellite television uplinking and downlinking services to customers under the new arrangement since 1 January, 2000.

The uplinked television programmes will be broadcast over the footprints of APSTAR Systems, including the PRC but excluding Hong Kong where authorised end-users are allowed to receive and decode television programmes.

APT is a leading satellite service provider in the Asia-Pacific region. It currently owns and operates three in-orbit satellites APSTAR I, IA and IIR with a total capacity of 76 C-band and 16 Ku-band transponders. The satellites have aggregate footprints which cover 100 countries across Asia, Europe, Africa and Australia, serving 75% of the world's population.
