APT Satellite Holdings To Provide

VSAT Video conferencing and Video-telephone Systems for

the People's Bank of China, Guangzhou Branch

(Hong Kong) APT Satellite Holdings Limited (the "Group") (stock code: 1045 or ATS) announced today that it has signed a contract in Guangzhou with the Guangzhou Branch of the People's Bank of China to provide the bank video conferencing and video-telephone systems with the use of the VSAT technology. The Guangzhou Branch is among one of the large-scaled regional branches that the Chinese Government has recently structured.

Under the contract, APT Satellite has agreed to utilize its APSTAR transponder systems to set up and install the VSAT video conferencing and video-telephone systems for the Guangzhou Branch of the People's Bank of China. The VSAT-based systems will provide services on video conference as well as other telephone, communications and bilateral data transmission for the Guangzhou Branch to connect and communicate with its subsidiary branches.

Phase I of the two-stage project will commence at the Guangzhou Branch and branches in three other southern Chinese cities - Shenzhen, Haikou and Nanning. In the Phase II project, the Guangzhou Branch will be connected to 20 cities in the Guangdong province and the VSAT System will provide high-quality and high-efficiency satellite network service systems among the branches.

VSAT networks are franchised satellite communication networks that are composed of very small aperture terminals. The technology can allow users to conduct real-time video conferences and bilateral data transmission.

"With the continued economic development of China, the VSAT networks will satisfy the enormous demand in telecommunications of a large number of nation-wide enterprises in China," said APT Satellite's Vice Chairman and President, Mr. He Ke-rang. "The steady economic development will provide a broad marketplace and business prospects to providers of VSAT networks in China."

APT Satellite will complete by the end of this year the Phase I project to install the VSAT video conference and video-telephone systems for the Guangzhou Branch of the People's Bank of China. It will start the Phase II project as soon as the Phase I project is completed.

When the whole VSAT-based system is installed, it can provide a channel of satellite video transmission which will enable the Guangzhou Branch to conduct video conferences with a great number of other branches at the same time. Besides video conferencing functions, the VSAT system can offer a satellite video transmission channel that allows video-telephone communication as well as bilateral data communications through the data terminals.
